गोधरा कांड के चश्मदीद यूपी पुलिस अधिकारियों के बयान न दर्ज कराकर, मोदी की मदद की सपा सरकार ने – रिहाई मंच

लखनऊ। गोधरा कांड की तेरहवीं बरसी पर रिहाई मंच ने गुजरात के पूर्व डीजीपी आरबी श्रीकुमार का एक पत्र मीडिया में जारी करते हुए सपा सरकार पर आरोप लगाया है कि उसने जानबूझ कर गोधरा कांड के चश्मदीद यूपी के पुलिस अधिकारियों का बयान इस कांड की जांच कर रही एसआईटी के सामने नहीं होने दिया। रिहाई मंच ने कहा है गोधरा कांड के चश्मदीदों को छुपाना, 2007 में सपा सरकार के दौरान गोरखपुर रेलवे स्टेशन पर भड़काऊ भाषण देकर पडरौना, कसया, गोरखपुर, मऊ समेत पूरे पूर्वांचल को दंगे की आग में झोंकने वाले भाजपा सांसद योगी आदित्यनाथ के भाषण के पुष्टि होने के बावजूद उनके खिलाफ कार्रवाई नहीं होने का ही परिणाम है माधवपुर कुशीनगर की घटना जहां डेढ़ सौ मुसलमानों को जान बचा कर गांव से भागना पड़ा है। 

रिहाई मंच के प्रवक्ता शाहनवाज आलम और राजीव यादव ने गुजरात के पूर्व डीजीपी आरबी श्रीकुमार के पत्र के हवाले से सपा सरकार और मुलायम सिंह पर भाजपा और संघ परिवार की सांप्रदायिक गतिविधियों का संरक्षण देने का लगाते हुए कहा कि सपा सरकार के इसी रवैए के कारण गोधरा काड की एक महत्वपूर्ण असलियत सामने नहीं आ पाई। जिसके सन्दर्भ में गुजरात पुलिस के पूर्व डीजीपी आरबी श्रीकुमार ने 27 मार्च 2012 को उत्तर प्रदेश के मुख्यमंत्री अखिलेश यादव और 30 जुलाई 2012 को समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव को पत्र लिखकर तथ्यों को बताने की मांग की थी। श्रीकुमार ने मुख्यमंत्री को लिखे पत्र में बताया था कि अपै्रल/मई 2010 में उन्हें इसकी पुख्ता जानकारी मिली थी कि उत्तर प्रदेश सरकार ने अयोध्या से लौट रहे कारसेवकों की गतिविधियों पर नजर रखने के लिए प्रदेश के कुछ पुलिस अधिकारियों को उसी ट्रेन में भेजा था। जिसके बारे में उन्हें जानकारी मिली है कि इन पुलिस अधिकारियों ने साबरमती एक्सप्रेस की एस 6 बोगी में आग लगने की पूरी घटना को अपनी आखों से देखा था। लेकिन बावजूद इसके सुप्रिम कोर्ट द्वारा नियुक्त आरके राघवन के नेतृत्व वाली एसआईटी ने उत्तर प्रदेश के इन पुलिस अधिकारियों से कभी कोई पूछ-ताछ नहीं की। जिसके बारे में श्रीकुमार ने जस्टिस नानावटी कमीशन को भी मई 2010 में ही बता दिया था। जिसकी काॅपी उन्होंने अखिलेश यादव को भी भेजी थी। श्रीकुमार ने पत्र में आशंका व्यक्त की है कि यूपी पुलिस अधिकारियों से इसलिए पूछताछ नहीं की गई कि मोदी और तत्कालीन गृहमंत्री आडवाणी द्वारा टेªन को जलाने के पीछे मुसलमानों का हाथ बताने के झूठे प्रचार की पोल खुल सकती थी। उन्होंने पत्र में यह भी कहा है कि यूपी पुलिस के बयान एसआईटी के आग लगने के निष्कर्षों के विपरीत जा सकते थे, जिसके कारण उनके बयान नहीं दर्ज किए गए। क्योंकि अगर ऐसा होता तो संघ परिवार और भाजपा का मुस्लिम विरोधी अभियान नहीं चल पाता। यह पत्र जिसे उन्होंने उत्तर प्रदेश के तत्कालीन गवर्नर बीएल जोशी को भी प्रेषित किया है में मुख्यमंत्री से अपील की थी कि वे उत्तर प्रदेश के उन पुलिस अधिकारियों को चिन्हित करें और उनके बयान जस्टिस नानावटी कमीशन और दूसरे उचित न्यायिक संस्थाओं के समक्ष रखवाएं, ताकि कानून के राज, लोकतंत्र और धर्म निरपेक्षता की रक्षा की जा सके। 

रिहाई मंच नेताओं ने आरोप लगाया कि इतने महत्वपूर्ण सवाल पर मुख्यमंत्री अखिलेश यादव और सपा मुखिया मुलायम सिंह यादव द्वारा गोधरा काण्डा के चश्मदीद पुलिस अधिकारियों का ब्योरा छुपाना सपा के सांप्रदायिक चरित्र को उजागर करता है। भाजपा सांसद आदित्यनाथ के भड़काऊ भाषणों की पुष्टि राज्य सरकार की एजेंसियों द्वारा हो जाने के बाद या फिर रिहाई मंच द्वारा भाजपा विधायकों संगीत सोम, सुरेश राणा द्वारा सांप्रदायिकता भड़काने की घटना के खिलाफ पुलिस रिपोर्ट दर्ज कराने के बावजूद कार्रवाई का न होना सपा और भाजपा के गुप्त गठजोड़ को उजागर कर देता।  

रिहाई मंच के नेता अनिल यादव ने कहा कि उत्तर प्रदेश के कुशीनगर इलाके के माधोपुर गांव में हिंदू युवा वाहिनी के गुंडों जिनके सरगना भाजपा सांसद योगी आदित्यनाथ हैं के हमले से घबराए डेढ़ सौ मुसलमान अपने गांवों से भागने को मजबूर हो गए हैं लेकिन मुलायम सिंह और अखिलेश शादी-व्याह में मोदी से गले मिलने में ही मशगूल हैं। वहीं एमनेस्टी इंटरनेशल जैसी संस्था की रिपोर्ट ने मोदी के शासन में बढ़ती सांप्रदायिक घटनाओं में उत्तर प्रदेश को साम्प्रदयिक घटनाओं के लिहाज से सबसे प्रमुख रूप से चिन्हित किया जाना भी प्रदेश सरकार की साम्प्रदायिक राजनीति के संरक्षण को प्रमाणित करता है। उन्होंने कहा कि जब प्रदेश सरकार के कई मंत्रीयों और एजेसियों की रिर्पोटों तक में योगी आदित्यनाथ द्वारा साम्प्रदायिक और भड़काऊ भाषण देने की बात कही जाती रही है फिर भी उनके खिलाफ कार्रवाई न किया जाना साबित करता है कि सपा सरकार उनका खुला संरक्षण कर रही है। उन्होंने कहा कि एक गांव के डेढ़ सौ मुसलमानों का अपनी जान बचाकर भागने पर भी सरकार की चुप्पी, उसके मुखिया का पारिवारिक भोज में मोदी से गले मिलना और काॅपोरेट परस्त रेल बजट की तारीफ करना मजह संयोग नहीं है। सपा-भाजपा के सांप्रदायिक गठजोड़ का ही नमूना था कि मुसलमानों की गर्दन काटने वाले विवादित बयान में वरुण गांधी को सपा सरकार द्वारा क्लीनचिट दिलवाया जाना।

Sub:- To bring out truth on Godhra train fire incident on 27-02-2002
known to UP police

Respected Sir,

I belong to 1971 batch of IPS officers from Gujarat cadre. I had
retired from service on 28-02-2002 as Director General of Police,
Gujarat state.

2. I had submitted nine Affidavits (660 pages) to the Justice Nanavati
Commission, probing into  the anti-minority genocide in Gujarat in
2002, uncovering the culpable role of the Chief Minister Shri.
Narendra Modi and others in the riots and subversion of Criminal
Justice System (CJS) to deny and delay justice to the riot victim
survivors.

3. Though I belong to Kerala state, since retirement, I stay in
Gandhinagar and extend help and assistance to the riot affected,
particularly in their cases as a lawyer.

4. In April/ May 2010, I received reliable information about the UP
State Government in February 2002, deploying a few UP police officers
to keep watch on Ram Bhaktas from Gujarat returning from Ayodhya after
Karseva. It was learnt that these UP police officers had witnessed the
whole incident of fire in bogie no. S-6 of Sabarmati Express train on
27-02-2002. The Sangh Parivar and Modi Government had
projected the theory of international conspiracy behind Godhra train
fire, killing 59 Karsevaks, for achieving Hindu communal mobilization
for electoral dividends.

5. The Gujarat police who investigated Godhra train fire case
initially and the Special Investigation Team (SIT) appointed by the
Apex Court under Dr. R. K. Raghavan, later, had avoided to bring on
record the version of UP police officers who were eye-witnesses to the
incident, so far. (I had provided the above information to the Justice
Nanavati Commission and SIT in May 2010, through my Fifth Affidavit
and copy of the same is enclosed for your kind perusal). In my view
the SIT had refused to enquire into my information in the Affidavit
because revelation of truth by UP Police might upset the hitherto
projected theory of international conspiracy by Muslims to kill Ram
Bhaktas in Godhra, by the CM Narendra Modi and the then Dy. Prime
Minister sh. L. K. Advani, within hours of the incident on 27-02-2002.

6. Information about Gujarat police bribing witnesses to create
evidence in support of the conspiracy theory was brought out in the
Operation Kalank by Tehelka magazine. But this information was not
probed further by the SIT.

7. In my view the SIT did not act upon my suggestion to record
evidence of UP policemen in May 2010, months before the closure of the
case by the court, because version of UP police might be contrary to
SIT’s conclusions about the ignition, process and outcome of the train
fire tragedy. Any information nullifying the conspiracy theory would
destroy the very foundations of the Sangh Parivar’s campaign against
the Muslims and BJP’s propaganda obliquely justifying the
anti-minority bloodbath in Gujarat subsequent to Godhra train fire
incident.

8.  I humbly submit you to kindly initiate suitable action to trace
out the UP police officers, who were deputed to accompany the Gujarat
contingent of Karsevaks and had witnessed the Godhra train fire
incident and thereafter get their affidavits filed before the Justice
Nanavati Commission and other appropriate judicial bodies. Your action
in this direction would be a great morale booster to all people in
India committed to the ideals of secularism, democracy and the Rule of
Law.

from 01-04-2012 to 10-04-2012 for private work and am ever willing to

Respected Sir,

I belong to 1971 batch of IPS officers from Gujarat cadre. I had
retired from service on 28-02-2002 as Director General of Police,
Gujarat state.

2. I had submitted a letter to the Hon’ Chief Minister of Uttar
Pradesh, Shri. Akhilesh Yadav on 27-03-2012 with a request for
initiating certain actions to bring out the truth on Godhra train fire
incident on 27-02-2002, as some UP police personnel were witness to
the incident but their evidence was not collected by the investigating
agencies of Gujarat Police and the Special Investigation Team (SIT)
appointed by the Apex Court.

3. I am enclosing herewith a copy of my letter to the Chief Minister
for your kind perusal. The letter is self explanatory.

4. You are requested to kindly initiate immediate action in this
connection so that the false propaganda about the origin and course of
Godhra train fire incident by the Sangh Parivar and Modi Government
can be exposed. This will give a boost to all who fights for genuine
secularism in India.
